Founder & CEO
David S. Ramirez is the founder and CEO of On Concurrence Government Solutions, a Springfield-based government relations and public affairs firm. He brings more than a decade of experience in statehouse lobbying, regulatory advocacy, and political consulting across industries including employment, healthcare, energy, transportation, technology, education, financial services, agriculture, gaming, and criminal justice.
He has built trusted relationships in both chambers of the Illinois General Assembly and across individual caucuses — an asset that consistently delivers results for clients. His portfolio includes representing clients during negotiations on FEJA and CEJA, the state's casino gaming expansion, the $45 billion Rebuild Illinois capital program, Medicaid managed care expansion, and Illinois' landmark Organized Retail Crime statute.
Before founding On Concurrence, David led the revival, expansion, and management of a national government relations firm's Illinois office, posting nearly 20 percent average annual revenue growth and the highest client retention rate in the firm's nationwide network. Earlier, he served as statewide Field Director for the former Illinois Governor's campaign and on the Governor's Transition Team, and as a senior campaign and political advisor across Illinois, Kentucky, Washington, D.C., and Nevada.
